This should be no big deal using the check_tcp (or udp) plugin from the 
nagios-server.

./check_tcp -H <oracle_server> -p <port> -w <warntime> -c <crit-time>

Output looks something like this for a webserver:

TCP OK - 0.022 second response time on port 
80|time=0.022370s;;;0.000000;10.000000
