If the --help output of the plugin specify the thresholds format it is
this format that should be used, and not the one described in the
developers guidelines.
Unfortunately many plugins still use their own thresholds... It would at
the very least require a major release to fix it as this would break
compatibility.
On the bright side there's plans for a new thresholds system that would
put back all plugins on the same ground (and provide much more
flexibility), but development of this new feature hasn't yet started.
