[Nagiosplug-devel] base64 function

I just moved the base64 function to /lib as it was being shared between
two plugins.

I wrote a library test for it but the function fails miserably on
non-ASCII characters. I'm wondering if it's worth fixing it or if I
should just make the test avoid those characters...

Any though?
