Test svn repo is now available.

All SF devs should have full commit rights - I will be fine tuning
that so the permissions match the current CVS setup. I also haven't
switched on email notifications yet.
Feel free to have a play - I have the import from CVS scripted and I
can remove the whole svn repository, so don't be afraid of making
some dummy commits before this goes live.
If there are any real commits you want to do to CVS, that should
continue to work as normal.
I'll spend some time next week working through some of the ancillary
tools and will let you know when those work.
