Summary: check_ntp inconsistent units

Initial Comment:
check_ntp.pl does not use consistent units when
labelling $offset; in some cases it uses seconds and
others it uses milliseconds. The correct value is
seconds and all the "$offset msec" strings need to be
"$offset sec".
