Summary: check_procs & timeout

Initial Comment:
The check_procs plugin does not set a timeout before
executing the ps command. This may result in poor
timeout behavior, for example a NRPE error stating the
socket timed out vs a 'pretty' error indicating that ps
didn't complete in time.
