It reflects a possibly unresolved issue on MacOS (and windos, perhaps).

Those OS's do not reliably distinguish between 'INSTALL' and 'install'.
So the 'install' used by make can be tripped up.

But automake (or was it autoconf?) requires INSTALL in order to work
correctly. So if the Mac issue is known to be resolved, we should be
able to remove INSTALLING, I think.
