Looking at the post 1.3 releases, I was thinking of adding a "lib" and a 
"tmp" subdir to the default plugins install dir.

lib - would contain any common files - util.pm, utils.sh, some of the 
      proposed perl modules.

tmp - would provide some temporary cach space for plugins that want to 
      maintain their own state between invocations.

Any thought/comments.
